Optimal parental leave subsidization with endogenous fertility and growth
نویسندگان
چکیده
We examine the growth and welfare effects of parental leave subsidization in a life-cycle dynastic model with human capital externality. Such externality causes higher fertility, less time expenditure on child capital, lower than efficient levels. Efficient policies require subsidizing work leave, which includes labor income financed by lump-sum tax. Calibration based U.S. data implies that fully-covered duration 7.8 weeks per parent an increase tax would annual rate 0.06 percentage points 0.027%.

Endogenous fertility in a model with non-dynastic parental altruism.
An economic model of fertility choice is presented and discussed in which the utility level of agents depends upon their consumption, the number of children they have, and upon the consumption of their children. Parents are altruistic toward their children, but in a more limited sense than in the fertility model presented by Becker and Barro in 1988, in which the utility of parents depends upo...
متن کاملEconomic growth and stagnation with endogenous health and fertility
This article offers a theory of economic growth, stagnation, and demo-economic transition that originates from external effects of childbearing, health expenditure, and education under endogenous mortality. Facing a hierarchy of needs, parents always consume and want to have a family. Child quality, measured as a two-dimensional vector of child health and schooling, becomes only affordable when...

This study investigates whether rights to parental leave improve pediatric health. Aggregate data are used for 16 European countries over the 1969 through 1994 period. More generous paid leave is found to reduce deaths of infants and young children. The magnitudes of the estimated effects are substantial, especially where a causal effect of leave is most plausible. In particular, there is a muc...
متن کاملParental leave policies and parents' employment and leave-taking.
We describe trends in maternal employment and leave-taking after birth of a newborn and analyze the extent to which these behaviors are influenced by parental leave policies. Data are from the June Current Population Survey (CPS) Fertility Supplements, merged with other months of the CPS, and cover the period 1987 to 1994. This time span is one during which parental leave legislation expanded a...
متن کاملParental leave benefit and differential fertility responses: Evidence from a German reform
This paper examines the causal effects of a major change in the German parental leave benefit scheme on fertility. I use the unanticipated reform in 2007 to assess how a move from a means-tested to an earnings-related benefit affects higher-order births. By using the German Mikrozensus 2010, I find that the reform significantly affected the timing of higher-order births in the first three years...
